Directions:
In a medium pot add rice and 1 cup of water and bring to a boil.
Cover and reduce to a simmer for 10 minutes.
Add carrots to the cooked rice and set aside.
In a large dutch oven cook ground beef and onions.
Add beef broth, tomato soup, water, brown sugar, salt, pepper and cabbage. Bring to a boil, cover, reduce to a simmer for 45 minutes.
Add rice and carrot mixture and simmer for 15 minutes
